Under our control;
- the standards of conduct and competence of those who will administer and execute the endeavor, and
- the accountability to those standards.
If APS were asked for
- every public record that identifies a written standard of conduct or competence that applies to senior administrators and board members, and then
- asked for every public record that describes a system under which the least powerful interest holder can file a complaint against the most powerful, and where the complaint of failure to meet standards, will see due process,
not one of which establishes for senior administrators and board members
honest accountability to meaningful standards of conduct and competence, under a system over which they have no undue influence, and powerful enough to hold them accountable, even against their will.That is the essence of the ethics and accountability scandal in the leadership of the APS. Facts could be easily verified by the establishment media, if they had any interest at all in reporting on the scandal.
